Basically, “things with IP addresses that transmit and receive IP packets, and devices that relay those packets based on IP addresses”.

Autonomously *routed*, yes. Using their own packet protocols? No - that’s exactly the problem (inability to communicate using a common protocol) the Internet is designed to overcome.
