Just because a city and venue worked in the past, doesn’t mean it will work now, as well the the opposite, a city/venue that didn’t work before may work now.   Venues are constantly changing, hotels are remodeled, new hotels are built, management changes at venues, hotel networks change and how they are managed, costs are deponent on other events in the city, etc., etc.  What worked or didn’t worked 20 years ago is hardly relevant going forward.
