More, but not quite, the former. My main reasons are that I at
least perceive employers to generally have more sway over
employees than contractors (YMMV, but nonetheless), and secondly
an RSE-employee on a fixed term contract, based where I live,
whose employment contract was renewed twice, regardless of being
part-time or not, could then legally claim to be the permanent
RSE until their retirement date, thanks to (what I consider good)
employment law. I don't think Ireland is alone in having such
laws and would prefer that the RSE selection process not have to
omit such countries from a hiring process. That latter reason
may or may not apply depending on the person, but is another
reason why a more independent RSE is better IMO.

RSOC are the ones who need to figure the details of the latter,
so I'll leave those details to them, but I really hope they factor
in the need to re-gain community confidence in the process and
outcome.
