Hi, quick reminder that over in the IRTF space, a proposed research group on energy-efficient networking tried was discussed around 2012. The proposed EERG never officially formed, but its mailing list archive (https://listserv.neclab.eu//pipermail/eerg/2012-August/date.html#start) is still around, and if you Google for something like "IRTF EERG energy" you might find some presentations from back then.
