No way. IETF is not a university. That model does not stand.
I think that micromanaging mentioned in one of the mails above is a generic problem in IETF. I believe most ADs micro manage their WG chairs.
Maybe that should be addressed.

I think that the community would be quite flexible to any well articulated
plan. That doesn't mean we have to finish revising all the documents before
we start.
