In the distant past, the IESG would not allow a WG that was not meeting at IETF meetings to hold f2f interims. The reason was closely linked to your concern about bad faith. Then, IIR, it became "no f2f interims within some number of weeks before or after and IETF meeting" to avoid or mitigate the same problem. I gather that rule has eroded as well. So, yes. john
