I don't think it violates our process rules.   I agree  that it's better if such groups are doing narrowly-scoped, noncontroversial work that doesn't need broad review.

p.s. However, IMO, a WG that only held interim face-to-face meetings, but NOT at IETF meetings, would at the very least be acting in bad faith.   (In the distant past I knew of one WG that was explicitly doing this as a way to avoid having to educate, or answer to, the broader community.)
