I don't think deadlock is the right way to think about this.
That sort of implies there are two reasonable positions that
are at loggerheads. I think there are more moving parts than
that. More optimistically, I don't see good reasons to be at
loggerheads at all - there clearly is some work to do figuring
out the consequences of more confidentiality, and hopefully
this draft, if well done, will help inform such analysis.
