I believe this has happened informally in the past (at least in the security area). In my case, I had a couple of senior engineers in the company that could provide justification for the business case to management, but the option of involving previous ADs in making that justification was available. I'm not sure what disadvantages there would be in having a unified written version of such a justifcation that's available on a less informal basis than has been done in the past. -Ben
