Nowdays - yes. It is a law implementing Eu directive 1169/2011 http://eur-lex.europa.eu/legal-content/en/ALL/?uri=CELEX:32011R1169

Implemented by all countries in theory on the 13 December 2014.

So in theory - it works. In practice the more posh and up-market a hotel or restaurant is, the less likely it will comply. You are more likely to see strict compliance in a street eatery than in a 4-5 star hotel or 3 Michelin stars daylight robbery outfit.

So in Europe you do not need to specify anything except "IETF will never convene in Paris".
