So in theory - it works. In practice the more posh and up-market a hotel
or restaurant is, the less likely it will comply. You are more likely to
see strict compliance in a street eatery than in a 4-5 star hotel or 3
Michelin stars daylight robbery outfit.
So in Europe you do not need to specify anything except "IETF will never
convene in Paris".
