FWIW, I've been pretty taken aback by some of the behavior I've seen from amateur photographers at the IETF, and I think having a policy that clearly states what is and isn't acceptable, and specifically warns photographers that there is the potential for action to be taken, and what the context of that would be, is good.

I used to shoot candids for the yearbook in high school, so I'm familiar with the dropping of responsibility that comes with being behind the camera.   You feel like it's your job to document things, and that gives you permission to engage in impoliteness that you would otherwise never consider.   Looking back, some of the photography I did was clearly not appropriate.   A clear policy would have benefited me, even though I was in principle the "abuser" in the situation.
