My reading of the claim was that authentication is needed in order to change the actual map itself, which does seem like a true statement, in general. 

[Uma]: Yes.  AUTH is also needed to update on who all can access that information. One possibility is  It's based on type of the device. 

Authentication is not necessarily needed just to consume the map.

[Uma]:  But what is envisioned here is to restrict this consumption based on access policy set forth based on type of the device. IoT device type X can only access the mapping of say Y. This needs AUTH for who is asking the mapping too..
