You're not alone.

The IETF did have a WG called GEOPRIV that ran for over a decade. On
top of that, other various proposals for geoloc have been put through
the IETF, some reaching standardization and some not.

The "PRIV" part of GEOPRIV was about "privacy", and any "good-enough"
geoloc solution will smack into some very serious privacy
considerations.
