Sorry, no that is not what he means. Malaysia has no diplomatic 
relations with Israel and it is thus not possible for him to apply
for a visa through the normal process (embassy, consulate, fee,
sticker in passport, etc).

There *are* ways for a group to apply to for exceptions, but this
cannot in any way be compared to visas from or to China.
