If you believe that, a careful study of RFC 3967 and the page at
https://trac.tools.ietf.org/group/iesg/trac/wiki/DownrefRegistry might
leave you mighty unhappy.

The only unusual (well, slightly unusual) thing about this downref is
that we haven't gotten it into the list yet.
