Yup, and after I went to bed last night I realized that the problem with asking the IETF first is that we take forever to decide anything, and the IESG shouldn’t be held responsible for that.  The bottom line is that this is a really hard problem to solve.   It may be that RFC 6761 got it as right as we can manage under the circumstances.
