Use the Force: proftpd has many features and the ftp.ietf.org server turns on many of them. If you look at http://www.proftpd.org/features.html it’s likely many are turned on and used. Switching to something else I suggest looking for volunteers: (a) get some volunteers to replicate the current ftp.ietf.org service configuration on chroot whose content isn’t a shared file system with the http / rsync servers, but rather it’s own copies populated by rsync or wget plus some scripting to copy/move/link things into place. (b) to host the results of (a), monitor/manage. Outsourcing ftp to some (monitored) volunteers is very different from discontinuing. A hackathon project could get pretty far.
