Then st least one region has a much shorter trip home and at least one region has a shorter trip to the meeting

Unfortunately this ends up more expensive for most. Open jaw flights, etc. 
 

No distractions taking people away from the discussions either.



Yup, but there are already enough issues with room temperatures - toss in "the sea is too bumpy, we need to go faster / slower / North / deeper, etc" and the mailing lists will explode. Connectivity is also poor / expensive, both on ship and to shore. Some folk also leave early, and helicopters are wicked pricey.

What may be feasible would be to host in a ship that remains in port, tied to the dock. Connectivity, travel, etc all get better, and some liners have issues filling all year round...

To finish this nice off topic discussion (at least for a while) ...

France has one or two amphibious assault ships, that look for new owner.
Those ships are ideal for hosting IETF. Big enough, neutral, having
nicely divided rooms in different sizes and able to accept helicopters
and STOVL aircraft so anyone can avoid immigration issues. Plus those
ships can serve for IETF meetings as well as for interim meetings and
could be used also for hosting ICANN/IANA (to preserve their neutral
status) as well as primary nameservers.

So we need to stop talking (e-mailing) and start fundraising - both
ships cost about 3bn EUR. We may ask France for their support of The
Internet community (means discount, discount).

I don't think the execution is relevant when it was obviously a bad idea in the first place.
This is like putting rabid weasels in your pants, and later expressing regret at having chosen those particular rabid weasels and that pair of pants.
