Yes, a thousand times yes.  Users (as a whole) have spent the past
several decades conclusively proving beyond any possible argument that
they should not be, in ANY way, involved in this process. [1]

[1] Unless every action they take is manually reviewed by someone with
appropriate expertise.  This of course has its own issues; notably, it
doesn't scale well and it raises substantial privacy and security issues.
