The quoted statement makes no assertions about IETF policy, but simply says the proponents of DMARC would like to publish the spec through the IETF. There is nothing wrong with them saying this. If you think it means the IETF has endorsed the spec, no amount of word-smithing or protest is going to help. More likely it's going to be a sound bite on some news program talking about a dispute between "those crazy boffins."
