I want to thank the authors, and the Chair, for doing the work to define
a harassment policy. Even if it is never used, the fact that it exists
demonstrates a commitment to dealing with harassment complaints in a
prompt and fair fashion, and that has a positive effect.

In this case, I think that even mere "+1" is important to hear.

In addition to the general gratefulness and congratulations,
I want to say that this procedure will also serve as an example
for other communities - conferences, collaboration bodies and hackerspaces, to name just a few that come to mind.
