"Governors". :-) It also mentions a statement signed by the heads of
the Internet Engineering Task Force, the Internet Architecture Board,
and some other organizations.
In my opinion the problem is that the Internet Engineering Task Force
is undecided about what it wants to be. The current state of
confusion (outside the IETF) encourages people to turn to people with labels.
