Who are the IETF customers? can be: a majority of diverse individual
users of the Internet, a minority of large organisations, and a
majority of small/medium organisations (all have different purposes,
not ignoring possible attackers).

What is/are the IETF market(s), or should IETF be getting fees from its markets?
Each world region has its own answers.

Political decisions is not the problem, it happens as output of any
organisation, the problem is that IETF is not diversified enough !!!
