To say nothing of handing out free ponies every Thursday.

IMnvHO, any anti-spam approach that depends on good behavior
from the spammers is a waste of time unless it is accompanied by
strong, enforceable, and enforced "if you break these rules, you
will spend time in prison" provisions.
