Fyi for historical perspective: the idea of limiting the number of working groups arose within hours of the idea of working groups itself.

There has never been an accepted way to decide whose work should be denied except popularity, and as the IETF 's popularity swelled it became possible to get enough people to work on almost anything.

It would be great if the IETF had a _strategy_ under which priorities and action items could be determined.
