Personally I would characterise this as a demand-side problem, not supply-side: most users plainly aren't willing to pay for Internet transparency. You can't blame vendors or providers for not making stuff or operating services that people won't pay for. The issue IMO is the lack or poor alignment of economic incentives for choosing implementation and deployment options that promote transparency. Josh.
