As with most 'social' analyses, it's usually a good idea to look for a bit more than an entirely trivial numbers game, such as by trying to find some criterion that helps to distinguish amongst the appellants.
In this case, I think that a reasonable distinction could be made between real participants in the community, versus, ummmm... others. A plausible-if-simplistic criterion could be noting whether the appellant had authored at least one RFC.
As with most heuristics, it doesn't provide a guarantee. Still, it looks like a useful filter.
