There were appeals earlier in history. The first one I recall reached the IAB in 1995, and had presumably already been rejected by the IESG. However, statistics since 2002 are probably enough. I'd say that rejected appeals quite often lead to clarification of procedures for the future; therefore they have value, even if it isn't immediately obvious. Brian
