Perhaps not. Buenos Aires is also a big hub of technology in Latin America. In addition as it was mentioned it relatively close from Sao Paulo, Montevideo and Santiago. Also there are direct flights from other major cities in Peru and Colombia. Going to Buenos Aires, Sao Paulo, Mexico City or Santiago will always split audiences as these are the major tech hubs in the region (also add Bogota, Lima, San Jose and other cities).
