I believe an IETF with more diverse participation and leadership

that I have identified as I am taking the IETF chair task is to make
the IETF even more international and more diverse.
Agreed.
I have suggested individual from Asia for IETF work. These
individuals were chosen because they are good at what they do. I do
not have any concern about their expertise. For what it is worth I
do not rate their expertise. That is subject to peer review. I have
not seen any complaints about their work. I take it that the IETF
considers that they have the expertise.
Diversity of IETF Leadership begins at the bottom. It is challenging
for reasons which I unfortunately cannot describe. I am supportive
of the effort. I am not comfortable with quotas. My preference is
to see that the IETF is accessible. I'll describe that as reaching
out to individuals at the point of entry and see what can be done for
them to have a lesser barrier within the IETF.
