If the above was followed there shouldn't be any draft submissions
during the week a meeting is held.

What about drafts that not for discussion at a session? What about drafts that
have completed last call or are in IESG processing?

In addition to the cases Adrian asked about, isn't there also the case of an author/editor updating a draft that has already been discussed and then submitting it during IETF week?
