Anyone in the world with an e-mail address can participate in and contribute to the IETF. I did stuff on mailing lists for years before I went to a meeting, which is not unusual. You do need to be able to read and write English, but beyond that, nobody cares who or where you are so long as you do useful work. If people can only get work done by meeting in person, they're not going to be very effective in the IETF. R's, John
