Sometimes it is up to the folks who want to make the change to do the looking and asking. ICANN has an entirely different funding model than the IETF as well as significantly different stakeholders. ICANN has participants willing to spend hundreds of thousands of dollars to join the quest for TLDs for example. Many IETF participants must pay their own expenses or compete for their employer's very scarse travel funds.
