It is an entirely reasonable idea.
However has some very core operational problems that are being nicely listed by
others already. IMO, they are all real and serious. They decrease the flexible
usage styles of IETF mailing lists that is now possible.
Ultimately, as at least Ned noted, the major problem with the suggestion is that
is seeks to solve a problem that we don't have.
