What should a _new_ recursive non-authoritative server send as response

authoritative server for an AAAA query?
Well the server should try the next server for the zone. If all of them
return NOTIMP, SERVFAIL/NOTIMP.
+1, this seems logical.
What is perhaps ultimately important to a developer is its application
translation of DNS query results, including the application tracking
for the redundancy of failures. *Rhetorically,* does a NOIMP enable
an automated trigger to disable a specific DOMAIN query? Should a
protocol translate SERVFAIL as an application temporary or permanent
failure? Can a temp status change to permanent due to redundancy?, etc.
