This also seems fine to me for Experimental RFC.  The
proposed IANA allocation also seems fine to me.

As with the other 2 I-Ds on this topic today, I can't comment
on the mathematics or cryptographic aspects.  Getting a solid
technical review of those aspects would seem sensible.  The
IRTF CFRG might be one possible source of such a review.
