I think it would have been wise if the author actually had sent a
review request to the link relation mailing list, first (see
<http://tools.ietf.org/html/rfc5988#section-6.2.1>).

I haven't recognized that as a registration request, it would have been helpful to mark it as such in the subject line (again, see <http://tools.ietf.org/html/rfc5988#section-6.2.1>).
