Depends on the registry, some registrations need standards track,
others want published RFC, some need IETF consensus, and so on,
down to first come first served.  The author of RFC 5451 wants
"published RFC with IETF review". that's below "standards track",
or in other words, IETF experimental with IETF Last Call is okay.
