It looks like the working group did an analysis of gaming the system. BTW, the AD review mentioned that the document should be scoped to codecs produced by the working group and not place any requirement on future work. That has not be fixed in the draft.

This draft has five authors. The original version had six authors. That would take the draft over the author overload limit. The angle of interest might be draft-ietf-codec-opus-08.
