I am opposed to the current proposal. However I think that the symptoms Olaf has described are worth serious consideration. So I am in favor of what several people a lot smarter than me have already proposed, which is taking a step back and seriously examining: 1. What the chairs are *required* to do, 2. What they currently are doing, 3. and whether changes to 1 and/or 2 are necessary.
