Just on the topic of political unrest: Once the situation rises to the level of "international news", all bets are off. Regardless of the actual danger, companies (and even countries) will issue travel bans or advisories which makes it impossible to have a normal meeting. Last year's August/September APNIC meeting was supposed to be in Bangkok. Nice venue, sponsorship in place, all set to go. But in June APNIC pulled the plug and moved the meeting to Australia (City of Gold Coast). It was felt that even moving the meeting to somewhere else in Thailand would be problematic because the travel advisories and bans said in effect "don't fly through BKK" (which was unaffected by the riots in a small section of downtown). It's true that the riots DID cause the venue hotel to close, but at least in theory the meeting could have been held in Phuket or some place like that. APNIC is of course a much smaller meeting in terms of attandee figures, so finding an alterntive venue isn't that complicated, but I would NOT want to be in the business of moving an IETF meeting 2 months before the event.
