By the way, it has been pretty usual practise for me to make an exemption for drafts needing revision and in the beyond-wg stages. Resolving directorate/iesg comments, for instance. I did this for some drafts prior to ietf-81, for instance. Note that this is a separate issue from the general deadline discussion. There is no good reason to hold drafts, unless they are discussed in the meeting. Be aware that you can ask for this from your AD (who in turn makes a request to secretary).
