I'm quite confused by this opinion. *No* IETF Last Call announcements, even those for standards track documents, say that they are to determine IETF consensus, yet IETF consensus is required for many of these documents. In your view, how are we to know which IETF Last Call announcements are to determine IETF consensus and which are just to bring additional input to the IESG for a non-consensus decision? Or are you saying that the IESG determines IETF consensus using metrics other than the discussion on ietf@?

Again, the community knowing what type of response would be productive during IETF Last Call would help everyone set their priorities better.
