The point of this paragraph is that, when a new chair joins the chair and get a feel for what is going on and therefore may wait a while until the responsibility is delegated, so it may not be aligned appointment cycle.  Also you would want some continuity, hence a long term. 



Trying to rephrase:

For continuity purposes the terms of delegation should be for a longer period, roughly annual.
