IMHO your brain went to the wrong place ;-)

The IETF Chair is not a liaison for goodness sake - s/he is where
the buck stops and should be a full part of the oversight process.
Do remember that the O in IAOC stands for oversight; it's the IAD
and the various contractors who execute. And if the question of who
has a formal vote in the IAOC ever becomes a real issue, we are,
as JCK might say, already in far worse trouble.
