It reads as a generic "may delegate their responsibilities".
So taking that paragraph out of context may confuse people.
Why not make it explicit:

   The IETF chair, the IAB chair, and the ISOC President/CEO may
   delegate their IAOC and/or IETF Trust responsibilities to other
   persons.  ...
