It is a 100% end-to-end security protocol.

A protocol that by design is not end-to-end security might be SMTPS.
which is why end-users are usually not even aware when and where it
is used.

WPA/WPA2 (and formerly WEP) is likely used by >50% of the internet
users in Germany.  Based on court decisions (filesharing) about
liabilities for running open WLANs, _not_ to use WPA/WPA2 can be a pretty
expensive risk.
