Everything around filenames can be very tricky --
especially with Filesystems like Microsoft Windows NTFS.

Seemingly sufficient (but factually quite incomplete) guidelines
are going to cause more problems that they solve.

Do you have a specific suggestion about what the spec SHOULD say?
