Well, I'm not sure it matters. Anyone interested in the list is, by any reasonable definition, a member of the community. In fact, given the lack of definition of the community, one could cheerfully argue that anyone who the list of nominees is disclosed to counts as a member of the community, since by knowing the nominee list they are to some degree "involved".

While I think there's sufficient doubt to reduce this from "public", ie unrestricted publishing, I don't see any argument that could hold any water preventing anyone sending any third party the nominee list.
