This certainly sounds like it's meant to convey the IETF view;
why say "our name" if you're not speaking for the group?
It seems to me that if Russ was misquoted, IETF needs to put
out a press release clarifying the organization's position. If
he was quoted correctly, there's a much larger problem.

It's quite clear that Russ' remarks have been taken to mean
"the head of the IETF says payment for premium service was
never envisioned by the IETF" regardless of what he may or
may not have said.
